Truck Check Up
CARB’s Clean Truck Check
What is the Clean Truck Check program?
Clean Truck Check is an initiative from the California Air Resource Board (CARB) that requires heavy-duty vehicles that travel in the state of California to submit regular electronic emissions inspections. Inspections must be submitted to CARB to ensure emissions control systems are maintained and functioning properly.
More formally called Heavy Duty Inspection and Maintenance (HD I/M) — Clean Truck Check is an emissions-reduction program for diesel and alternative fuel heavy-duty vehicles with a gross vehicle weight rating (GVWR) over 14,000 pounds.
For more details, check out CARB’s Clean Truck Check: Everything You Need to Know.
What trucks are affected by Clean Truck Check?
Diesel and alternative fuel heavy-duty vehicles such as trucks, buses, and motorhomes, with a gross vehicle weight rating (GVWR) over 14,000 pounds. This includes both in-state and out-of-state vehicles that operate on California public roads.
Exceptions:
- Zero-emissions vehicles
- Authorized emergency vehicles
- Military tactical vehicles
- Motorhomes registered outside of California
- Historical vehicles
- Vehicles operating under an experimental permit
- New vehicles with engines certified to the most stringent NOx standard (less than or equal to 0.01 g/bhp-hr)
- Gasoline vehicles
What happens if I do not inspect my vehicle?
Vehicle owners operating vehicles not inspected or operating in a failing state will be subject to fines issued by CARB and potential registration blocks.
When does compliance testing begin?
Starting January 1st, 2025, vehicles must pass an emissions inspection twice per year. Inspections can be submitted to CARB up to 90 days prior to the vehicle’s compliance deadline.
How often do I need to inspect my vehicle?
Twice a year starting in 2025, which increases to 4 times a year in 2027. The dates for compliance deadlines vary for vehicles registered within and outside of the state of California.
Vehicles Registered in California
Compliance deadlines for vehicles registered in California are based on the expiration date of their DMV registrations. The twice-per-year deadlines are the DMV registration expiration date and 6 months after the expiration date.
Out-of-State Vehicles
Vehicles not registered in California have compliance deadlines based on the last digit in the vehicle identification number (VIN). Each number corresponds with a month and recurring deadlines are every six months from the last day of that month.
- Last digit of VIN is zero (0) – Deadlines are Oct 31 and April 30
- Last digit of VIN is one (1) – Deadlines are Nov 30 and May 31
- Last digit of VIN is two (2) – Deadlines are Dec 31 and June 30
- Last digit of VIN is three (3) – Deadlines are Jan 31 and July 31
- Last digit of VIN is four (4) – Deadlines are Feb 28 and Aug 31
- Last digit of VIN is five (5) – Deadlines are Mar 31 and Sept 30
- Last digit of VIN is six (6) – Deadlines are Apr 30 and Oct 31
- Last digit of VIN is seven (7) – Deadlines are May 31 and Nov 30
- Last digit of VIN is eight (8) – Deadlines are June 30 and Dec 31
- Last digit of VIN is nine (9) – Deadlines are July 31 and Jan 31
Who can perform CTC compliance testing?
Only individuals who have completed CARB’s CTC Tester Training Course. A fact sheet with information on tester training, owner responsibilities, and program requirements can be found at HD I/M Fact Sheets | California Air Resources Board.
How will the regulation be enforced?
For in-state vehicles the vehicle owner will be notified about the vehicle’s failure to pass inspection. Out of state will be unable to obtain Clean Truck Check stickers and are subject to enforcement actions by California officials.
If a facility inspects a vehicle and fails, can they facilitate the fixes required for the vehicle?
Yes. We recommend scanning the vehicle with JPRO before the HD I/M scan to look for any faults that may cause a failed inspection. If a vehicle fails the inspection, technicians should use JPRO or other diagnostic tools to determine and correct the issue before submitting another HD I/M scan.
What applications can be used for electronic inspection?
CARB must approve applications before they can legally submit electronic inspections. Noregon’s Truck Check Up is a CARB-approved application for electronic inspections.
For a full list of certified applications, visit the CARB website.
Tester Credentials
Why do I need to be certified to use Truck Check Up?
CARB requires any individual who submits an HD I/M scan to be certified to their requirements. Training courses and exams educate you on the regulatory requirements and the hands-on testing procedures of each required vehicle compliance test. Obtaining a tester credential also meets the training requirements for the Periodic Smoke Inspection Program (PSIP).
Where do I get certified to perform inspections?
Please visit this link for guidance on becoming a certified tester for the Clean Truck Check program.
I lost or forgot my tester credentials, what do I do?
Noregon is not allowed to retain your tester credentials, so if you lost your credentials then you will need to contact CARB at (800) 242-4450.
Truck Check Up Usage
Can I use my DLA+ 2.0 or another adapter?
How can I access my vehicle inspection information?
View your entire inspection submission history through the Truck Check Up portal.
Can I use one user login for my garage?
Yes, Truck Check Up can be used with a single user’s credentials across multiple PC’s.
How can I ensure a vehicle will pass before submitting an inspection?
The TCU app doesn’t actually tell you whether the truck passed or failed. That determination is made by CARB and the results will be sent to you. The CARB regulations do state:
The following inspection conditions shall result in a failed inspection if one or more occur:
- The vehicle’s MIL does not illuminate when the ignition is on, and the engine is off.
- The vehicle’s MIL illuminates continuously or flashes with the engine running.
I submitted an inspection but never got an email from CARB about it?
If you have access to the Truck Check Up portal, you can check the status of all scans to verify it was submitted to CARB. You may also contact Noregon support for verification.
If the inspection was submitted, check your junk or spam email folders. Otherwise, contact CARB at (800) 242-4450.
Setting Up Truck Check Up
How do I activate my Truck Check Up license?
Your Truck Check Up license will be sent to the email you signed up with. Once received you can enter the license key in the registration portal to activate your software.

Adapters & Cables
Are Noregon adapters RP1210C compliant?
Yes. All vehicle adapters manufactured and sold by Noregon are RP1210c compliant.
Do I need a separate adapter for connecting to trailers?
Noregon’s DLA+ adapters connect a laptop or shop device to the vehicle’s diagnostic port. For trailer diagnostics, our Trailer Diagnostic Adapter connects ABS software or aftermarket applications like JPRO Professional to a trailer.
Do Noregon adapters include a warranty?
An extended 3 year warranty option is recommended for most customers, which includes three years of coverage from drops, spills, defects, and accidental damage.
What is the length of the vehicle cables sold by Noregon?
Cable lengths vary, please review the cable reference charts below for details.
Why are some cables one foot long? Can I purchase a longer cable?
Cables that support CAN vehicle bus traffic are commonly available as one-foot cables. For newer vehicles with multiple devices communicating on the 500k CAN network, cables longer than one foot can lead to issues when trying to communicate with multiple ECUs on the vehicle. These cables are designed at this length to comply with the CAN Physical Layer Requirements specifications.
Does Noregon offer a wireless vehicle adapter?
Noregon does offer a wireless adapter, but it is not recommended for many customers. Due to potential damage to the vehicle if a connection is lost, a wired adapter is recommended. To inquire about purchasing a wireless adapter, please contact us.
